Come on down from your ivory tower. This is a business. I have OWNED since 1991, raised 3 kids here and seen it go from nice, to horrible. G- have you been to a meeting lately? If not go...it's F-ing embarassing. I mind my own business these days. I don't say BOO to a bug. I just continue to watch the place get beat up and NOTHING done about it. We are spending money on things that 14 after installation we can already see they will need replacement:
-Privacy fence posts
-Walkway light fixtures
-Garbage bin areas

It's a JOKE. The last meeting had 4 people there and 3 walked out. It's a JOKE. Hire an outside company to manage it right. It's not RIGHT that residents are managing the money and the residents are doing the work. It's not right.
This is the place the people who don't feel like they have a say come to get their frustrastions out. Me....my frustrations are 16 years bottled up.

Hire a qualified, certified, experienced, track record proven, purpose built, ACCOUNTABLE, corporation to run the Home Owners Association. They get paid to manage all this BS and handle it APPROPRIATELY !

Someone said it will increase our monthly fees if we did that? Well, I have lived here for 15+ years and if you add up all the assessments I have paid I am sure it would be no more than paying a company to manage the property.

I understand where you are coming from and agree with some of what you are saying.
What do you suggest gets done to return the place into the way it was 16 years ago? What happen to change your opinion since you have owned here? Me, I have owned here for 8 years. I am just as frustrated as you. I attended a few meetings 4-5 years ago and they were the last, same reasons as others describe here. I don’t live in a fantasy world, I know what is going on, many questions producing answers. Here at least things are getting done. I know someone that put a work order in 2 years ago to maintenance that just got filled.
The louder we speak the more likely it is that someone will listen. I don’t think everyone is complaining they are more or less reaching out for action. Now that the issues are at hand, it’s up to someone involved with hoa or the board to step up and being to take some of the concerns seriously. If they start to acknowledge deterioration, then we can start the repair process, one block at a time.
I agree...... If they add up all the damage and neglect that occurs on an annual basis, I'm sure hiring a manger would more than pay for itself over the course of a few years. This is a million plus dollar company we are dealing with, Whispering Hills LLC. Someone is profiting as a president or c.e.o. and trust me they are not running the complex for free. If someone is getting paid in an executive position, I wonder what that salary is. I know how it works with the stock market……..over inflated salaries that get paid out win loose or draw!! I do not claim to know the facts here, I’m just interested in retrieving them. The key word here is company.

16 years ago the board listned with respect. They treated us like people and the attitutes and anger the board holds today is the reason IMO that people are IMMEDIATELY turned off. Silly decisions and residents continously watch NEW things get destroyed AND the only thing they say..OVER and OVER and OVER is..."if you want to see change happen, get elected".
Unfortunately it is not the easy. I want to change the way things are done here but can't because of time constraints. I would be doing a disservice to the community if I decided to run for a board position and got elected. I would be putting in 1/2 the time needed to fulfill the job equaling a half a%$ effort. The next best thing would be a community volunteer, which I'm more than willing to pursue. I'm waiting for someone to organize something. here.

I am a CFM (Certified Facility Manager) through the International Facility Managers Association IFMA. Check out there website IFMA.com I also have an MBA in finance. Some equate that to a janitor (see above posts). I have to admit, I'm pretty good with a broom!
The board is set in their ways. It's obvious that anyone who volunteers time, offers alternate opinions or makes comments about the contract staff will be met with name calling and personal attacks. I have been accoused of not following the rules (of which the person who made this gem of a comment still has not told me what rules I broke) I have been called a janitor when I said I was willing to offer my Facility Management experiance to help, and I have been accused of not acting in the best interest of our community.
Its obvious the board will not take the ball...so lets do it ourselves. Lets organize an unsanctioned clean up your neighborhood/community cook-out day. I think it would be a great start to uniting our community. Anyone interested?

They don't want you. After all this is said and done you will say to yourself "Why did I waste my time?" If NOBODY continues to show up at the meetings they will get the hint. Eventually EVERYONE will rally together and STOP PAYING the HOA fee until we HIRE a certified, qualified, and accountable organization. Someone said our fees would go up to or over $600 in an earlier post...that right there is a BOARD MEMBER who is AFRAID of losing the UNDER THE TABLE payment they are currently getting and trying out SCARE tatics on people. I call the bluff...I would be HAPPY to pay $1000/month...get a certified, proven COMPANY to run OUR.....YES OUR/MY/YOUR million dollar company ! ENOUGH ALREADY !

I’ve seen lemonade stand run better than this place. Management is a joke!! The employees that run the office are lazy. Try and call down there for something and you get the “you’re bothering me” attitude. Hey ladies, don’t cut your finger on a piece of paper. We know how difficult it is to stamp a few papers and run a few copies. Aren’t we paying these peoples salaries? The management thing is getting out of hand. The negligence has been occurring for so long that it is now accepted as the standard. I say B.S.!!!!!!!!! I own my unit and will not stand for the “give up” mentality. These people owe us, we owe them nothing.
As far as the board is concerned, they are a bunch of losers. Complain a little more, why even bother running for a position. Spend more time figuring out how to run things more efficiently rather than trying to win lawsuits. As previously mentioned, why were we in the position to begin with? You are barking up the wrong tree pal!
It’s not about giving up, it’s about making them give in and come to terms about the way residents are building resentment which will ultimately lead to further deteriorating conditions.

After 15+ years of "trying" it's time to give up and call it like it is.
Our home prices have NEVER gone down...not in the 15+ years I have owned. I bought my place for $88,000 and it has been paid off for over 12 years.
I just want Matt to clearly understand he is absolutely wasting his time. His LIFE is to short to sit here and try to FIX the SYSTEM.
Go out and smell the air.
As I watched the landscaper TEAR up the dumpster AGAIN in front of my place. Funny thing...after they landscape...I go over and collect the broken pieces. One day....someone will ask me for them.

I am a new resident (just six months) and so far, really like WH.
I do see major maintenance issues that need to be addressed and after reading many comments here, it seems that lack of supervision and contract enforcement over hired contractors is a big issue.
I have worked in Property Managment for almost 20 years and many problems experienced at WH(damage by snow removal contractors and landscapers in particular) are nothing new.
A couple of suggestions are:
1. Walk the property with a company representative prior to the snow removal season. Note existing damage (broken curbs, dislodged parking stops, etc.). Stake islands for easier visibility for the plows. At the end of the snow removal season, walk the property again with a company representative and note all of the damage done by plowing and DEDUCT the cost to repair from their fee. Allow for some type of retainage so that the snow removal company has incentive to be careful. Diligence pays off - the contractor will be more careful if it impacts their bottom line.
2. Specify areas that are acceptable to pile snow. It seems that the plows just cleared the roads and didn't pay attention to hampered visibility for cross streets and driveways.
3. Spot check the landscapers. Having a contract the size of the one for WH can create a lax attitude on the part of the contractor, especially if they are not checked on. Hold them financially responsible for areas not addressed, work not done. Take the time to draft service contracts that make the contractors EARN their fees. This complex looks like dandelion city. Isn't any type of weed control part of the service? All I see them doing is moving over weeds, spreading them around. If the grass appears to be cut, is that all anyone verifies?
Any company who bids and wins a major contract such as our landscaping and snow removal should be held to task and there should be financial ramifications for failure to hold up their end of the bargain. Make sure there are terms to cancel services for non-performance. An account the size of ours can make or break a service provider. We shouldn't settle for second best.

The post of the day offers good solutions to a few of the problems that were raised........ It will never happen because it is easer to throw money at the problem than to leave an air conditioned office and actually do work. No one has said anything to buck the hoa or board up to april 11 when this blog was created. It’s clear they don't like confrontation and sadly enough respecting residents that live here. Evident by the blind eye, complacent, arrogant attitude. By the way, the guy in the white van is nothing more than a scammer involved with the whole underground process. The guy came to my house a few years ago for a problem that whispering hills caused and he tried to charge me. The way people speak about him saving our butt’s is a comical, you would thing he is working for chickens and eggs or something.

There needs to be more positive board interaction with the residents. Prior dealings with the board and hoa have left a sour taste in my mouth. Communication is terrible because they want it to be. The less they hear the less they have to deal with.
I agree, past dealing with the Board have been poor and left me disenchanted also. I do like living in WH though. Where can I get a copy of the yearly financials? I have yet to ever see them since I have been here 3 years. Also, what about baord meeting minutes which are required by law to be made avialable?

I went over to my dumpster to dump some trash last night. I couldn’t believe the amount of crap that accumulated in and near the thing. Disgusting! Does anyone abide by the recycling policy, or just me? Tin cans piled up, household items that should have been brought down to the dump, glass bottles etc. These people need to get fined or something, it's getting out of hand.

I am reading some of the comments posted and I am shocked by the vengence of some of the comments. For example the towing situation. I can not believe anyone in this complex would suggest we hire a tow truck with an employee to ride around and tow cars. I am sorry does anyone in this complex have an extra $200 to pay for the towing not to mention the added burden of perhaps missing work since your car is impounded? What nonsense! this community would be better served by contacting village police and having the winter parking regulation reversed. I have lived here for 15+ years when the road was owned by WH and you could park on the road all year long except when snow had to be removed. Having a neighbors car towed does not benefit anyone except the towing company! Neighbor against neighbor does nothing for the community. Come on people grow up - the root of the problem is when this complex was built parking multiple cars was not taken into account. The community was built to be a "communters dream" for those working in the city. Most of us do work in NYC or NJ, but we have children who need a cars and spouses who need a car. Hence, the problem. The fix - get the parking regs changed and perhaps create some parking spaces in the open areas.

Whats going on here with that neighborhood watch program? Let's get it going as soon as possible. Summer is coming and I have a feeling that since the road is closed, it is going to be very interesting. I have noticed the lack of police activity already. It picked up for a few weeks and then died down after the construction started.
The idea that I have about the parking has probably already been brought up but here goes nothing.
I have lived in a few condos prior to buying mine here 4 years age. The parking problem has been solved in other complexes by numbering spaces in the parking lot according to each unit. Each unit is guaranteed 1 space with that unit’s number on it. Anyone parks in that space gets towed, it’s that simple. As far as the road parking, it is what it is, there is nothing we can do about it. The town owns the road, they set the regulations. It’s unfortunate that with all of this space here, the parking and outdoor facilities are lacking.
I agree, there are some vengeful comments. These are posted by inconsiderate, ignorant people that want to rain on the parade. I had a conversation with my roommate last night. We concluded that the world would be a much better place if before acting, people stopped and thought "how will what I am doing affect others?" but the world is so far from that. People don't think about anyone but themselves. I don't feel sorry for anyone who refuses to realize that they have everything they need, and everything they want or that continually play the "feel sorry for me" game with other people. People who have never had to work for anything here and don't know what it's like to not know where the money's going to come from to accommodate the needs of the community. I have no sympathy for people who realize that they can't be helped until they help themselves or who don't know what it's like to truly lack.
It's frustrating to watch people treat other people like they do. It breaks my heart.
The neighborhood watch program has stalled. I am willing to proceed but I fear the board is not happy with my efforts as they have bashed me in this blog so we cannot count on their help. If there is support I will be willing to lead the charge!

Ya, I'll tell you, there is apparently a serious effort on the part of the Boss to make this whole thing work. I can't believe the time that is put into this blog. I have seen websites that promote goods and services not attended to like this thing. I see by the amount of comments published that Whispering Hills Blog is establishing a following. I can't believe the amount of activity since I've last checked in. I also notice subtle changes in the community which are occurring shortly after issues or comments posted here. Coincidence or is someone listening silently in the background?

How many people do we need for the watch program work? I can't see it working with 5-10 people. I would guess that we would want 25-20% of the community involved in order of it to be successful. Any opinions?
I took some time out todayto read some the comments posted over the past few weeks and I'm also in awe about the disrespect members of our community show toward each other. I am alive and well. Did not think that there would be so many posts in the 2+ weeks since my last post. I could not read all of them. So many of them are vicious. It is depressing.
I only have one comment. Like any bisiness we are limited in what we can do by time and money. For the last 3 years Condo 2 has been doing the roofs. It has been depleting our reserve fund and and leaving us with little funds for doing anything else. Here are the major budget figures for 2007:
Income: $226K
Expenses: $264K
Roofs: $160K
Patio Fences: $41K
Insurance: $48K
Roofs, Fences and Insurance account for 94% of our planned expenses. The remaining 6% is for maintenance, some new railings, taxes, office expenses and professional fees. By October Condo will have no money. We start recovering in November and December when there are no projects.
Because of the roofs, we have little money to do anything else. We were only able to start the fences after a $20/month raise 10 months ago.
Other items on our long list include: new decks, garage door replacement program, new retaining walls, painting of wood trim, rewrap damaged garage door openings, drainage problems, save for repaving driveways, beautification, etc.
Even if we had the money to do more, we do not have enough people to manage more projects. This is where the all volunteer management of WH gets in the way. I am managing all condo 2 projects this year. I cannot possibly handle more. The other board memebers only have time for meetings and the duties of their positions. Either qualified volunteers will have to come forward or Condo 2 will be hiring a part-time project manager.
The point of this, is that we do what we can with what we have. Owners have been reluctant to volunteer their time or accept higher common charges. It means it takes longer to get things done.
Just because something is not being made better does not mean your board does not know about it. I would love to replace all the fences, decks and retaining walls this year. The finances simply will not allow it.
I know many of you are not going to accept that explanation. I fully expect a new round of being villified. I do not understand how attacking your board members will solve these problems. It is demoralizing at a time when we need more people to run for board positions and volunteer their time.
Condo 2 will try to do something different during the budget process later this year. After mailing a draft 2008 budget, there will be some mini-meetings to gather comments. What is different is that we will label it a budgetary meeting and not as an open meeting. In the end there will always be some unhappy people.

New pool fences look great, Pool #1 looks great, grounds look better this week when I drove through, one thing I have noticed is that the priovacy fences and balconies in the middle and rear of the complex look terrible, as do some of the siding. I do understand that funds are an issue, and did see the recent post about funds. My real reason for this post though was to really note the imrpovements I have noticed, and I really like the solid retaining walls near the units behind Clubhouse 1.

I think the grounds also look great. Pool looks great, living here is great. Coming from another complex in the area, trust me, we have it made here. A few things set aside, everything is pretty well maintained. I see the damage perople are talking about, it's minor in relative to the amount of ground these people have to cover.

Hi everyone, my name is David Krauthamer from Condo II. I have been lurking here for about 3 or 4 weeks now and I finally have found the time to register and post.
First I would like to say hello to everyone, HELLO !
This is going to be long but I feel the need to express my thoughts and feelings.
EVERYONE has great feedback and I understand everyones point of view(s). Some people may sound mean, nasty, or otherwise but I see that as pent up frustration and I am glad people have this avenue/venue to vent it. If you don't like it, just ignore it. No need to retaliate and name call back. Just read it or not. No need to reply in kind.
On the other end of the scale I love the positive comments and think they offer much more to the community then the later but we need to see/hear both sides.
I have been a resident since 2/28/2004 and I absolutely LOVE WHISPERING HILLS. I love my neighbors, love my community and love my home.
I believe everyone should register with their actual name. Just my opinion. If I ever say anything in this forum that someone doesn't like, disagrees with, or otherwise, please comment here or take a walk over to my house #2819 and we can pop open a few beers and talk. I have nothing to hide...and will always say what is on my mind.
My feelings on some of the issues:
It hurts my head & pockets to see the trash bins which were SUCH an eye sore 2 years ago getting destroyed today. I remember when I moved in and said to myself "The garbage bins make this place look like a slum" then they were beautified (Thank You) but they are slowely returning to their previous state and because of our landscapers. They are absolutely destroying them. Don't we or can't we get them to not only stop killing them but actually fix them? Seems like a pretty simple fix. If they were ruining the corners of some wealthy persons home you better believe they wouldn't be doing it in the first place or fixing it if they did. You would think our contract is so valuable to them this would be an easy fix?
The privacy fence posts, yes. It pains me to see them already being ruined. It took SO SO long to get them replaced it really hurts my heart to see them already (1st season) being ruined. Trust me, 3 or 4 seasons max and they will need to be replaced again.
The resident who does the majority of work in the community. Who cares if he lived in our community? I would think that he would care more than a non-comunity trade worker ALTHOUGH do we bid this work out or just give it to him. If we DON'T bid it out for the best price, then that is wrong.
Community Watch, that is in the residents hands. I volunteered and hope enough others do as well as the board members. The board members need to support this and we can work it.
The snow removal company. My main question is why aren't they being held accountable for fixing what they destroy? This also seems pretty simple.
Does someone physically walk around with the landscaping supervisor to point out missed areas, problem areas, fixed needed...etc ? This also seems like a pretty simple fix.
To me it seems like that there are some pretty simple "suprevisory" type stuff that can be done do make a big impact.
I have worked for Marriott Hotels going on 20 years and manage 50 hotels from Portland, ME to West Palm Beach, FL and I need to be honest self regulated managed properties don't work. So much so Marriott typically doesn not let an owner manage their own hotel. Personally I think this should be treated like a multi-million dollar organization (which it is) and be managed by a company we can hold more accountable then volunteer residents. No dissrespect to ANYONE for their time but we need more than volunteer time. I appreciate it but we do need more. Even if we have to pay more now to save down the road. I would like to know we are paying a company I can give real "shit" to knowing that they can not come back ever and say "Hey, I donate my time to do this...it's the best I can do." Again, I appreciate Jeff & Matt and understand the time/work for free thing but we are talking about millions of dollars. It warrants spending money on managing.

I have a new neighbor across the way, a very nice couple. What really upsets me is she is already (after 6 short months living here) is already partially soured to the board, meetings, and how things get done. She should not have this feeling/impression already.
Personally, I went to a condo meeting in 2004 and never had the desire to return. I felt that it was a waste of time as everything I had to say completely fell on deaf ears. I'll leave it at that.
Again, this blog is great for everyone. The meanies, the nice people, everyone.

As a firm believer in recycling and adherence to the community rules, I too get a bit frustrated by the lack of consideration shown by our "neighbors" relative to the dumpsters. Several days ago, I found our dumpster stuffed with no less than 10 (unflattened) cardboard boxes, causing residents to pile their garbage outside the bin. Here's a novel idea: why not post a sign ON each of the trash enclosures indicating what can and cannot be put in them. (The repeated letters appear to be having no obvious effect.) Then, start making a genuine attempt to trace (shipping labels?) some of the culprits--and enforce the rules with appropriate fines. Unfortunately, the only way to "encourage" these selfish individuals is through their wallets.

The by-laws require a board of managers even if a management company is used.
The by-laws actually state that Condo 2 can hire the HOA to be our management company. Thus I am in favor of expanding the role of the HOA into operating like a management company. This is the plan that I am pursuing at this time. For it to work the HOA must switch for being managed by volunteers to hiring a professional manager as an employee. We are so large, there is no reason we cannot afford to do this. They can choose to pay for all the cost by making it available to all 4 condos or charge individual condos that want to participate in this plan.
If this does not happen, Condo 2 will look into hiring its own part-time project manager. This primarily where we need the help.
My initial research indicates that property management companies seem to create more problems than they solve. I have talked to members of other condominium boards and found them to be negative about using these companies. One recently terminated the management company and went back to self-managing.
This is an important issue and requires time to perform the proper research before proceeding.

Read the blog about the NWP. It explains why we should incorporate this program.
Crime is not an issue in WH, in my opinion, and it will not solve the "loitering" problem. A NWP will not solve the issues I believe you hope to solve. I am not saying it is a bad idea, and if you get volunteers, great, go for it!

We will have to agree to disagree on the management company issue. In my opinion board members don't like HOA companies because they themselves lose power. I also believe we have a power problem with ours. Just attend a meeting and you can see.
The challenge with hiring a part time private project manager you lose the 1 most important part of managing a condo's affairs. Accountability ! Accountability is the single most important factor when choosing and hiring a company to do it. I have lived in 2 other areas with companies and man did we break their balls but that is what they got paid for.
If you don't do it 100% I would vote for keeping it the way it is. You go 50% you get 50%.
We can't leave the management of millions of dollars open to volunteers and part timers.
We need to ask ourselves this question.
Would you leave your retirement/pension...etc to be managed by a volunteer or someone who does it part time? Would you trust your entire retirement portfolio to a volunteer fund manager, or someone who does it part time?
Not me.
I use licensed and certified fund managers, I use a FDIC bonded bank, and always use a CPA to do my taxes. I see this no different if not more important.

We are actually in agreement.
Several condo 2 board members, including myself, would resign to make room for somebody that we thought was better qualified to be on the board. Consider that an invitation. They are all good people that just want to do what is best for Condo 2.
There are some power issues going on and I have no idea why anybody would want to be, as my father puts it, "king of a small pile of crap".
I agree that it would be easier for the board to set policy and have somebody else execute it. WH is almost large enough to be its own village. Because of that I think we would be better off hiring our own management staff instead of contracting it out.
I am working on presenting this to the HOA board again. I was hoping to get Matt to help me. If it fails, then Condo 2 will probably look at contracting help with its projects/maintenance. That could be an individual or a managment company. Remember, I have to convince others. I cannot do this unilaterally.
Keep in mind that the individual Condo boards are responsible for maintaining the buildings including the driveways serving the buildings. It is the HOA that is responsible for everything else. So Condo 2 going solo will not have the same impact has the HOA buying into this idea.
BTW, I have inform both the HOA and Condo 2 board that this will be my last year. I have done my duty and others should come forward. I have no desire to be a king.

Yaaaayy. This post probably belongs in another section of this blog but here goes. Great post boss. Kudos to the way you have been running this blog.I have not commented on your blog yet this is my first time. I agree with a lot of what is being said about damages and things like that, however, I think the fence problem is a management mistake. The landscapers have to cut the grass around the posts. I think another blog post had it right with wrapping them in some sort of material. I think management should have thought about this upon purchasing the fences. The landscapers are just doing their job. I do agree that something needs to be done though.
On another note, the neighborhood watch program. Very good idea, I've seen it work in many communities. Even though we have low crime, it keeps everyone safe and is used as a preventative measure against potential crime. I am interested and will email my info into the blog.

The truth of the matter is time for the landscapers. If they were doing a residential home they would not be damaging the corners of the houses, tree stumps, posts, plants...etc.
It's a matter of time. If you use a weed machine slowly and carefully enough you can use it without damage. Honetly, what I plan on doing at my home is digging a 1 foot in diameter circle hole around the post and putting lime rock in the hole and around. Now there is no need to come within 6 inches of the post. Problem fixed. Same with the garbage bin. If I was allowed I would do the same there. Cut out 6 inches from the bin perimeter all around and again fill with lime rock. Problem solved. I mean shit, it's my home I can solve the problem if I really wanted to instead of bitching about it in a blog. On the flipside I do pay fees for this to be done for me...sort of.

The stones around the poles are a great idea. I would be interested doing the same to my fence. It would be ideal if the HOA would consider and implement this suggestion, I think it would solve the destruction problem.
I like the rocks idea also. As far as the comment "Crime can happen anywhere, anytime", I also agree, however, people need to have a reasonable expectation what the NHW program will really be about. I think that many think this program would end the loitering and hanging out, sorry, I work in law enforecement, there is nothing a NHW, and in most cases, the police, can do to chase loitering kids away unless they are doing something wrong. This is especially true of these kids live in WH.
The NHW program is not aimed at kids that loiter. It is focused on the product of loitering, thats why I am interested in getting involved.

How about Community vandilism that doesn't get reported.
Painted signs, torn down basketball nets, broken bottles in the streets, broken windows, cars vanilized, scratched etc..

Many people in a small area. minimal enforcement, shrinking by the day due to the road closure. Very small reason to why we need this.
Whats up with the electrical tape over the lights up by clubhouse it looks horrible. If you wanted to black the backside of the lights out, buy some heat proof spay paint and black them out that way.

I agree with all your points. The only reason why I go back to loitering is the fact that the loitering discussion when this blog started is when the NWP came up. Living where I do in WH, I do not see or hear about these problems, fortunetly.
I am looking for a product to protect the fence posts. It has to be easily replacable and attractive. It also has to be able to cover up existing damage.

I was at home depot this weekend looking for some sort of metal plate and found some. They are typically used to assist in the joining of 2 pieces of wood. They are 1/4 inch steel plates with holes in it for screws. It had multiple holes in them. I think I am going to buy four of them and screw them on to the bottom of each side of the post. It covers "almost" edge to edge and about 4 or 5 inches up. Then I will spray it flat black. I'll let you know how is turns out.

Painted steel is defiantly not the way to go! In a matter of 3 or 4 weeks of cutting, they will be no different than the way the post currently look (Not to mention the rust factor in a season or so). I think you had it right with the stones, problem is there is existing damage. I think something aluminum would most likely be the best solution. I recall someone mentioning tightly grouped masonry wire, this could be the way to go.
Check out postshieldusa.com. I dont think they can be retrofitted but I can check with the manufacturer if you like. I still think its a bandaide on a systemic problem.

I would like to see more STOP signs other than the 1 we have on WHD right now. I think putting one or 2 more will really help with the speeding that goes on. If it's only 500 to 1000 yards between signs you really can't gain that much speed. The young kids seem to be getting a hold of their parents cars and trying go as fast as they possibly can to show off. Way to many kids playing to have people driving through at 55mph.
I agree, the speeding is out of control. It is absurd that these people do it right in front of people and in the middle of the day. No fear. Take plate numbers and report them to the PD. They can not issue a summons based on your call, but they can have a friendly "chat" with the driver, car owner and parents. Read my previous post about an accident waiting to happen, whether it be vehicle against vehicle or vehicle verse pedestrian. I still firmly stand behind my statement ot is not too far off.
Where are Chester's finest when you need them? I'm surprised there are not more people concerned about the speeding epidemic. It is one of the major problems we face. What’s even more absurd is the speeding in the parking lots. I’ve seen people pull in like they were entering the pits of a NASCAR race. It's a matter of time before one of these kids that play in the lot get run over.

KEEP YOUR KIDS FROM PLAYING IN THE PARKING LOTS it's against the rules !!!!!!!! Another rule that is being broken with no regard. These people need to be fined or something in order for this to be enforced properly. It should be treated no different than the dumping or recycle policy. I spoke to my neighbor the other day to reiterate the law on children playing in the lot, she actually started giving me hard time (she thought I was telling her how to take care of her kids). We need enforcement that will respond to these problems in a serious matter. The way it is now, we can go hog ass wild with no consequence.

No. Mailbox replacement is not related to fence replacement. We have had our mailboxes changed already. I heard it is expensive.
PRODUCT OR OUR OWN ENVIROMENT
Think for a minute. WHAT is a young kid in Whispering Hill suppose to do. At the age of 14 you can not got to the pool or clubhouse or park. If you want the kids to behave right you need to give them an outlet. Example. Their are two beautiful pools in Whispering Hills. Most parents are bussy working to make ends meet. If you are 14 you can not got to the pool with your friends during the day so what do you do. You hang out together where ever you can and you call that loitering.
We need to give kids and outlet. Example. If your kid is say 14 or 15 and your parents think that you should be able to go to the pool during the day then they should sign a realease from and be given a special colored pass that allows just them to go to the pool and hang out. What's the sense of having two beautily pools with attendends hanging out while your kids have to sit on electical boxes and chat, while there is no one at the pool. Give these kids a break and leave them an outlet to the clubhouses and recreational facilities. Isn't it a shame we have cluhhouse attendants and pool attendance doing nothing because we don't give the kids a outlet to get together.
You'll never get a kid to behave the way you want them to with a big stick effect, unlesss you have forgotten like what it was to be a kid.

The landscapers say that using stones around the fence posts is a bad idea. The string trimmers can throw a stone into a window and break it. They report that it has happened twice so far this year.

I have seen these seals before. Its on the same line as the stone idea. Stones are much cheaper and last longer. I can see these weed guards being pulled out by kids.
As far as the loitering post. Nice way to justify kids "hanging out" around the complex. FYI, there are town funded parks and activities for children and young adults all year round. People are too lazy to involve their kids with these free programs. Whispering Hills is not responsible for entertaining children (although it would be nice if they offered more). Just because parents can't occupy their kids doesn't mean we all should suffer due to their neglect.
I do remember when I was a kid, I am 40 now. I can tell you that I did not spend my days and nights hanging out on street corners! Give me a break and do something constructive.

I do not think the WeedSeals will be bothered so near a residence. I cannot remember any reports of anybody disturbing the anyboy's patio area. I agree that they will be costly. But does not hurt to investigate and give the board members another option to consider.
Did you see my post about the stones? They can also be disturbed and be thrown. They also do not stay in place without a border. Once they get in the lawn the mowers can send them flying them. I have had a patio door shattered that way.

being a whispering hills board member, do you know if there is a loitering policy in our bylaws that could be enforced?
The WeedSeals cost $1.92 per post at quantity pricing. They are 12"x12" with a square hole for a 4"x4" post. They have a slit lock to allow them to be installed on an existing post. Can easily be done by or own maitenance staff.
The fence for the Cedar units use 3 posts and each Dogwood unit or 3 or 4 posts. So that is $6 to $8 per residence before freight and taxes. I think this is a very affordable solution.
Samples are being sent UPS. So I need somebody to voluteer to have them installed and allow their unit number be posted so people can come by to look.

Unfortunately for those bored teens, the rules about unattended childeren are in place to avoid the pools becoming an unpleasant environment for the rest of us. It should not be everyone else's problem to contend with. You had your child, now it's up to you to raise and if necessary, "entertain them".
It is a fact that when a group of teens loiters, SOMETHING always happens. I'm in my early 40's and I do remember what it's like to be that age and have nothing to do. I will also be the first to admit that when my friends and I were teenagers and hanging out (loitering) with nothing to do, boredom got the best of the situation and there was usually something that went wrong (got damaged or vandalized).
This neighborhood is an environment that can be controlled because we are in a position to enforce rules that are already in place. I'm sure none of the residents moved here with the mindset that they wanted to babysit hoards of teenagers to make sure the property isn't damaged. Has it occurred to anyone that when you look to purchase a home, it's always a good idea to check out the neighborhood at various times of day / night/ weekends / etc? What kind of impact would seeing a large group of kids just hanging around in a parking lot near the unit you were considering to buy have on your decision to follow through on that purchase?

It was much different when I was a kid. We could easily find our own entertainment. We did not hang out to socialize. We did things and socializing was a by-product. If we did hang out it was always at somebody's home. When I left the house I was required to have a destination and an agreed upon return time. If that changed, I had to go home and tell my mother or call. We would go to the park and play ball, launch rockets in the big open field and ride our bikes everywhere. In the summer, my mother would take us to the lake (this was Michigan) very often.
This was all happened because my mother, like most of the mothers, did not work. Today. both parents must work.
A comparison of then and now is not going to resolve this issue.
Kids need to be aware that loud behavior, walking up the center of the street, and idleness annoys the adults. The adults need to realize that "No" without an alternative is not a solution.
I will try to find out why we have these rules about the pool. It may have something to do with exposure to liability or our insurance company requires it or the pool company requires it. I do not know the answer at this time..

I defiantly think that this should be incorporated into the WH by-laws. Little things like this make it a more desirable place to live not to mention safer. This is something "officially" that would alleviate some of the loitering issues.
Why can't we change the pool hours? It doesn't open until 11am... that stinks. I think 9-11 and 7 days a week would be perfect.
I agree on the later closing part, maybe not 11, but so that people who work can enjoy it also after work.

Where is the main gas shut off in my house? I installed a dryer the other day and noticed only 1 shutoff at the dryer point,thats it! If something happened to the pipe, the whole place could blow up!!
Is there another gas shutoff valve to shut the gas off to my unit?
This is a huge hazard!!
Another problem is the vents. I pulled out at least 2 arm length of bird nests out of my dryer and other expel vent. I would encourage everyone to clean and screen their vents! Not only was this a fire hazard but also a potential carbon monoxide problem.
MAKE SURE YOUR VENTS ARE CLEAR!!!!!!!!
Whats going on with the neighborhood watch program, are there more people interested other than the residents that posted under the topic? I would think that since people complain about security and other breech of rules, more would be interested.
Good question. Where is the gas shutoff? I never thought about that until now.
Gas shutoffs are on the meter at the end of the building. Also the main circuit breaker for your entier unit is located there too. The big problem is that the meters may not be labeled with your address. (They are labeled in Condo 2 and perhaps one other.) To find out which meters are yours, call O&R for the serial number for your gas AND electric meter.

Dear Whispering Hills:
This is not the first note I am writing in regard to the poor landscaping by my unit #2819. They completely missed spots, didn’t edge, and left clumps of grass not only on the sidewalk but all over the lawn which cause brown spots. When my association check is late by 1 day I get charged $25 dollars and I receive a letter that tells me my pool privileges will be suspended.
Please inform the landscaping company that for every time I have to perform my own edging, cleaning, and moving I will be back charging them by deducting $25 dollars from my Home Owners Association Fees which the landscapers can cover for not completing the job 100% and I will be lodging a complaint against the company with the BBB.

Oh...that was the letter I delivered to them this evening. Enough is enough.
The water spouts on the end of the building do not belong to any individual units, they are open to all in that building.
If anyone happens to notice the license plate of the vehicles responsible for dumping their fast food trash all over the parking lot in the 4000 section, please feel free to post it on line. My suspicion is that the litter is from teenagers loitering in the parking lot who are too damn lazy to walk 25 feet to the dumpster. Better yet, if you know what unit they live in please post that too, so I can dump my trash in front of their front door and give those iconsiderate SOB's (and presumably their parents) a taste of their own medicine.
I had a problem the other day with my car parked on the street. I went out to go to work and there was soda all over my doors and windows. It was an absolute nightmare getting it off seeing that it baked in the sun the entire prior day.
This is one of many reasons why we need to get rid of vagrants and be more vigilant.
I thought there were no solititations in the complex. Over the past few months I have recieved more knocks on my door for solicitations than I have since I moved here 8 years ago. What is the policy on door to door solicitations? I put myself on the do no call list with the government for the exact same thing. I hate door to door solicitations even more!!!
4000's isn't the only place where these idiots dump their trash. I have found it in my flower beds, beer bottles under and around my vehicle not to mention the fact that if you say something to the "kids" who are creating the mess you get a disrespectful response.
My experience has been bad!
A few years ago there were a few punks sitting on the electrical box adjacent to my home raising holy hell. 3:00am in the morning, I got up and went out to confront these "kids". I received a verbal bashing from these punks who's parents should be teaching them how to be at the very least respectful not how to be a loser that hangs on a corner drinking beer at 14-15 years old!!!

We thought about a variety of formats for our blog. Unfortunately Google doesn't give us many choices in the way we present comments under each topic.
Rather than scroll down to the bottom of each post, simply direct your pointer to the right side of your browser. Notice 2 arrows (^) one on top and one on the bottom. In the middle there will be a bar that slides up and down when you scroll the page in either direction. Simply navigate to the bar, left click and hold. You should now be able to reach the bottom or top of the page effortlessly by moving the your mouse in the appropriate direction.

I have a bee problem that has gotten progressivly worse over the past 2-3 summers. It started out as small yellow jackets up top of my roof. Now they are getting to a point that I cant garden or enjoy my deck!

At 3:00 AM, I would just call the police. There is a noise ordinance, and I am fairly certain that 3:00 AM is past the cut off so the police should respond.
I serously think that the Board should look into a rule change and make parents RESPONSIBLE FOR THEIR OWN CHILDREN(there's a concept!). This action should be a priority - this is a quality of life issue and effects people's ability to QUIETLY ENJOY their homes.
Rules about teens and young adult residents loitering need to me made, and most of all, enforced. I could care less that there isn't anything for these teens to do in the immediate area. I did not move to WH to be "Julie the Cruise Director" for some group of bored teenagers that find damaging and disrespecting other people's personal property a source of entertainment. There is a movie theater and a bowling alley within walking distance to the complex (yes, WALKING DISTANCE - even with the road construction going on - contrary to popular belief, the exercise will not kill them).
Please consider this serious matter at your next Board Meeting - it is not a Condo Issue - it is an issue that effects the entire complex.
I totally agree with you. Something has to be done but more importantly, enforced. It's one thing setting rules, it's another thing enforcing them. The issue at hand requires that we work together as a community to make sure that whatever laws or regulations are in place, are followed. There are some people here that don't care their kids running around. The only way to get the point across is to either enforce the law, or create a law. I remember Jeff Jones mentioning that community laws can be created. Loitering is one that if not currently is in place, should be made. It's becoming more evident that more than one person is concerned about this issue.
What is the status on the watch program? It seems like it fizzled out before it started. How many people are showing interest?

I think the first step is to put the rule or regulation into place and notify the residents that it is now policy. That in itself may encourage people to pay more attention to groups of teens loitering and work to curtail the problem. Along with this policy needs to be a procedure for reporting and all residents should be made aware of the ramifications for continuous infractions - which (and this may sound harsh but...) can include suspension of clubhouse and pool privleges and if necessary, fines.
Something should be done now while we have a chance to manage the problem, before it gets completely out of control.
The speed indicator the Chester PD set up at the bottom of the hill is a great idea. At the very least the idiots who speed will be more aware of it.
It is already working! I see people slowing heading down the hill.

A few light poles are bent, graffiti on signs, speeding, littering, illegal dumping, cars vandalized on streets.
All these instances of vandalism are the kind of petty crime that suburban cities come to expect and that are a nuisance to residents and police.
THE ISSUE: Vandalism is a pernicious crime in suburbia, including Whispering Hills.
MY VIEW: Residents should do their best to aid police in catching vandals. The neighborhood watch program is a great way to fight back. I have seen these programs work even in the most astute communities, combating present and preventing future occurrences.
Chances are the perpetrators are teenagers, though it is impossible to say for sure unless the police or residents actually catch those involved. Though there are those reading this who will instantly and reflexively chime, "You're blaming the kids without knowing that they did it," vandalism is generally a bored young person's crime and that's the way to bet. We know it's not some 80-year-old grandmother or Whispering Hills homeowner is the culprit, let's be sensible.
But by and large vandalism is a crime where the police would be well-served to have vigilant parents who pay attention to what their children do. If Johnny comes in after curfew carrying a can of spray paint or smelling like booze, that's a clue that even Inspector Clouseau couldn't miss though perhaps that's a bad example.
Unfortunately we live in an era where if the police collar a teen the first instinct of parents is to blame the cops and make sure that little Johnny is well-represented by expensive counsel who will make sure that every attempt is made to get his client off the hook, guilty or not.
For the most part Whispering Hills is filled with decent, responsible people who want to do the right thing.
And it has been said that in society it is a very small percentage of the people who basically are committing most of the crime.
Citizen vigilance is important not only in the worldwide fight against terrorism, but in the local context of crime fighting as well.
Residents who see or hear anything suspicious to make sure that they notify police promptly.
As a NY PO, we would also call upon parents to make sure they know what their children are up to at all times and to make sure they are well instructed in the difference between right and wrong.
Well said, NYPD, however I'd be hard pressed to see "Little Johnny's" parents turn him in if he came in reeking of booze and weilding a can of spray paint. These days kids are making pipe bombs and stocking arsenals in their bedrooms, all under their parents' noses. And these same parents that are turning the blind eye now are the same ones who will go out and hire the "Dream Team" to defend their child.
Vigilence is best, I definitely agree. But, in order to enforce an infraction, the rules should be in place as part of the Rules and Regulations of the property, and proper signage should be posted (No Loitering, No Littering, etc). Another way to combat the problem (namely the graffitti) is to IMMEDIATELY paint over the damage. Marked signs should be replaced, anything painted, should be cleaned and or painted over. Just leaving graffitti unaddressed, and damages not repaired sends a negative message that no one is watching, and no one cares.

Chester — Chester village police have arrested a Whispering Hills man and charged him in connection with the May 2005 home invasion, burglary and attempted rape of another resident.
David H. Small, 28, is charged with home invasion and felony burglary and was taken to Orange County Jail in lieu of $100,000 cash bail yesterday.
Police spent 20 months investigating the incident and interviewed more than 40 suspects. The village police were assisted by the New York State Police Identification Unit, Orange County Sheriff's K-9 Unit and the Monroe Police Department.
I didn't even know this took place!! A home invasion here? This is very disturbing.
