Hey everyone,
Last night the leader box in front of 4702 exploded. I don't know what the reason is for it, however, the bottom blew out. Either the leader boxes are getting overloaded from the work that was done on the main transformer, or maybe the equipment is getting older. I don't know which. The leader box in front of my door was also worked on and had to finally be replaced. So, that is the reason IV was out of commission last night...
the power is out right now for at least the 3rd night in a row (starting to lose count). I am on a laptop hoping the battery outlives the power outage.

Thank you for that update, it is appreciated! Can the board get in touch w/O 'n R to see what is going on? As stated in a prior post, this is the 3rd time this week we have had power interruptions. Not a coincidence that this is occurring since we received notification from the utility company that they would be doing "routine maintenance".
I'll make a call to O & R tomorrow and let them know that it is unacceptable for us to not have power 3 nights running. In addition to it being freezing, there is a possibility of pipes bursting.
Suffice it to say, I called O&R and got a quick run around, then a partial response of "We are working in the general area and intermittent outages may occur". When I brought up the "unacceptable service in light of the cold and timing of outages" I was basically told to be happy that they are doing what they are at the time they are doing it. So, as susal, David vs Goliath and Goliath won this round. However, I noticed that the crews are now working over by the Fire House. Wonder how many homeowners will be affected like us?
LOL, sounds just like an HOA meeting. Double speak and run arounds. How ironic.
Thanks for checking into this . Just another example of "an excercise in futility".......I guess we should be grateful that they are supplying us power at all!

At the risk of sounding like a broken record, the snow & ice removal is horrendous. I live in the 3600's and my walkway has 3 inches of solid ice with no salt. I left for work this morning and couldn't believe it wasn't touched AT ALL. Did they stop shoveling up to the doorway? What the hell am I paying for? It should be noted that someone is not doing their job properly. Enough is enough with this crap, the reason why they (the ls company)are not following through with their end of the bargain is because of the "it is what it is attitude" Sir William Calloway exposes. Again, you guys (board/management)are not doing your job as representatives of Whispering Hills. All talk and no action, it takes more than a few recent phone calls to make up for years of negligence.
I see through your scheme of settling down the troops, it ain't working when nothing is getting done. What's going on here? All we are given is a few lines of bull cocky with no meat on the bones of anything you guys(board/management)say.

BUT if you don't pay your HOA fees by the 15th they sure get a letter out to you quick enough. Then they quickly tell you that you owe them a $25 late fee then comes a lien on your home.
Where is our recourse when we can't walk on our sidewalks? Who can we charge? How do we get action?
Hmmmmm if we had a management company we were paying we would be able to threaten them. Make them do their jobs.
Since we have such dedicated volunteers and wonderful people on our board. (whatever)

I'm truly fed up & disappointed in this place. I feel it's run by a second rate team of incompetent people that give us the run around because they have something to hide. Nothing gets resolved it just lingers until time makes the issue disappear. Completely bogus and very upsetting that residents can be turned around with a little jargon spewed from the mouth of an incredible group of unqualified individuals. Calling a spade a spade, you guys are terrible at what you do. It's time to stop the gravy train and get someone qualified in there who can provide a professional point of view. I think another assessment should be done on the various management companies that would be capable to assume this responsibility.
The current board is not cutting it. They are wasteful in spending and complacent because they are "volunteers".
Give it up, your methods are not working. In business, if something isn't working, you must formulated another plan of attack. This is exactly what we need, we are growing beyond the means of what the current Whispering Hills board can provide.
Well, I must say, there is certainly a lot to say from the look of all the livid posts. First, one fact remains, if your walkway was missed, fine, I'll bring it to the attention of the LS company that there were places that were NOT salted, or shoveled. I will also bring it up the board that walkways were not shoveled up to and including the entranceways to units in the 3600 block. (However, in looking at my own walkway, it was salted, however, it froze over anyway. (I cleared my own walkway). I will review the LS contract for these items and will bring up the issue.
Next, as I have said in my prior posts, if the community at large would like for the board to look into management companies, we can do that. However, the community at large would have to approve it. Not one or two people that feel as though they represent the entire community. What must come to the forefront of this issue is simple. Does the ENTIRE community desire the boards to resign and allow an outside entity to manage the community? Let's hear from the at-large community. Boss, can you start a petition on this? Let's see what is voted upon by everyone. Third, the correct verbiage to be used when referencing a specific topic mentioned by a specific person is espouse NOT expose. (If you intend to insult me at least do it with correct grammar and usage)
In addition, as far as your "gravy train" statement...... How can there be a gravy train, if there is no pay involved. (Once again, if you intend to insult me at least use proper verbiage and grammar) Now, as far as your walkway, why not just say, "Can someone please let the LS company know that the 3600 section was NOT salted and shoveled" It's easier to voice your concerns and get results this way rather than trying to catch flies by flinging sh..........Well, you know what I mean...
Finally, I will no longer take the time to reply to "Anonymous" posts. If you are too timid to use your name, you are too timid to have your concerns addressed properly. How do we know where things are going wrong, show us something that we can take to the LS company and say "HEY, your guys didn't do xyz..."(ie. HOA in general, Condo Board and unit specifically)
By the way, if Condo IV wants me to resign, all they have to do is ask.....no more 3am phone calls about noise, no more 2 am skylight leak calls.......no more abuse from Anonymous people..... Why am I on the board again....OH THAT'S RIGHT...IT'S A GRAVY TRAIN....(sheesh...talk about misinformed)

#1 - Part of the reason I don't post often is we put all this energy into responding to people who don't have the BALLS to give us their name.
#2 - You shoveled your own walkway. I cut my own grass and edge my own area....where does it stop?
#3 - I can understand the gravy train "theory." I don't necessarily believe it...but I don't necessarily not believe it. It's weird to me that a board member get's the majority of construction, repair, and general work in our community. Any way you slice it...and way you dice it it is a total conflict of interest. EVEN IF HE IS SAVING US MONEY, EVEN IF HE HAS THE BEST PRICES, EVEN IF HE DOES THE BEST WORK. It's a clear cut conflict.
#4 - We DON'T need to take anything to the LS company...OPEN YOUR EYES (not you but ANYONE) You can't see the completely torn grass....you can't see the knocked down signage, you can't see the completely destroyed garbage bins, you can't see the dozens and dozens of parking blocks that are thrown willy nilly all over the place? Come on. Who is responsible for walking with the foreman weekly to show them the damage?
#5 - Pointing out all that you deal with. I thank you for that...I really do but at the end of the day it's a thankless job that you offered to do for free. Personally...I'd rather pay a few dollars more and have the ability to say "F-U, we pay you handsomely to do your job...so do it." When you detail all you go through all we can do is say....it's donated time...what do you want from me?

I pay Verizon Wireless to keep me connected.

I pay professionals to do things I can't do because I am not trained to do so.
No offense....really no offense...I'd rather pay a professional to ensure my community is kept tip top. Gives me the time (AND YOU FOR THAT MATTER) to enjoy it more.

I just had to clear the ice from front door to the walkway because it was 3 inches of melted-refrozen water, snow and ice.
And the parking lot for the 4200 section was a sheet of ice from the dumpster to the mailbox.
I'm surprised more injuries or accidents don't happen.

Don't get me wrong, I understand your point, and I GIVE YOU MY WORD, when a resolution is brought to my attention that benefits Whispering Hills, is cost effective, agreed to by the majority of the community and GUARANTEED.....I'll be the first to agree that we need to go in that direction. I said that 5 posts ago. But to date, no one has come to the table/blog with any reputable names. Oh...that's right, I volunteered so I have to do the legwork also....Can someone assist the board with this?? Feel free to contact me and let me know....
Exactly...and when stuff goes wrong in the community all we have is a bunch of un-qualified volunteers with NO accountability attached.
My accountant is accountable as is my mechanic and the rest that I listed. How can you really hold someone who is giving FREE time accountable? We can't even hold the trades accountable for paid work.
How come no comment on the absolute conflict of interest having a board member doing paid community work?
No worries...given enough time all these issues will go away and the old boys club lives on. I am a realist. Not fooled easily.

BUT...I WILL take the time to speak to them and find oput if they have "what it takes" to run a complex this larg...etc...etc...

OH...also, an employee of the complex is just that an employee. Not an owner of any subcontractor that IV deals with. (As far as I know) I use the most qualified, best suited contractor for the work done under board approval at IV.

Will the board be open to the suggestion of setting up an exploratory committee so that we can move forward towards the possibility of having an "outside" mangement company. I am sure that we (HOA) must/should have legal counsel that would be involved in the process, so that the contract between this firm and HOA is fair and equitable to ALL parties involved. This agreement would include that this company will be held accountable to us....I am open to the possibilty of being involved with this committee for this venture.
I will propose it to the board at our monthly meeting. I will also let you know what the results are.

fyi, the 4700 walkways were just shoveled and salted yesterday. I'm pregnant and had to walk my dog across the ice to let him out. Thank God I didnt fall!
Just got home from being in Boston and New Hampshire all week. Anyone notice that that snow plowing company slammed and piled up snow against the side of the garbage bin in the 2600 block?
All the siding is cracked and broken. Anyone notice in the 4200 block all the parking blocks are piled up like a bunch of pick-up sticks?
Hope someone other than the residents are footing the bill for these repairs?
No, but I did notice the deplorable condition clubhouse I is in. Looks horrible when you stop at the light. The paint is peeling all over the columns. I know it's winter, but it's a huge eyesore.

I have already spoken to LS company about the parking blocks and they are NOT our responsibility to replace. HVLS is going to replace them once the snow season is over. As far as the siding of the garbage surround, which one is it? I'd like to take a picture and forward it to HVLS and have them pay for the repairs. The columns actually get a fresh coat of paint in the spring. (It doesn't make much sense to paint in inclement weather anyway...

It's the one at the end of #2600 block. I will take a picture today and post a link to it for you to print out. Also....EVERY garbage bin is damaged by the LS companies weed wacker. They have completely torn apart EVERY one on the bottom.

I took photos of the light pole that is on the ground and the electric box that is uplifted and filled with snow. (No wonder why our lights keep going out.

All you need to complete the horror are pictures of hungry people who have lost interest in wiping flies of thier faces!
Absolutely disgusting! At least now we can hold the LS company liable for their actions. They need proof of damage, direct them to the photos. I would hope money for the repairs won't come out of our fees.
I can't count how many years this has been going on, I'm just glad it coming to surface. Maybe something will be done now, actual evidence is pretty powerful stuff.

I think I said before that the fees for these repairs will NOT come out of our common fees. HVL has already stated that any damages caused by their workmen will be repaired at no cost to WH. I did print the pictures and will bring them to the attention of the board on Thursday. Thanks for the help with the photos. Now I have something concrete I can approach HVL with to document the complaints. And there is a plan in place to paint the clubhouse. I'll update on the details when i have more information.

Management company XYZ is hired by and reports to the Board of Directors of the Association and assists them in the effective management of the Association. Because the Directors are elected by the homeowners to work in their best interest. Management Company services are designed and implemented with that objective in mind.
How much would a good management company cost a development our size?

Let's not try and guess what would happen. Let's let Bill do the research and get back to us.
It's to easy to say "of course they would go up" but the truth of the matter is we will (hopefully) be better managed, we will get better work at better prices, and things will get done quicker. Also, hopefully the residents will have more of a voice.
My common charges went up at the last 2 places we switched to a MGT Co. but after 1 year they actually went down, we were putting money in the bank, we got refunds at the end of year and the trades were either doing what we wanted or their contract was claused out and we got someone who wanted a 1/2 million dollar contract.
But...we don't know yet. Let's wait for Bill to fill us in.
BUT....more photos of damage, mis-management, and anything else that will hold this current board to doing their job is a huge step in the right direction.

I have made a few calls and expect some information back soon from some management companies. Bad side, a couple of the company websites were nothing more than site aggregators. One of the companies was strictly a regional company (NC & SC). Another, that is sending me info, charges 3.5% of Gross Rev, but they specialize in high end apartments. Good side, one that I tripped over looking at other sites, and looks promising, is sending over info AND is a specialty company in the management arena and is in NY. (They will take over all operations/employees/contracts/vendors/collections etc) Let's see what shakes out of the trees.
I do want to stress that THIS WILL NOT HAPPEN OVERNIGHT. I don't want anyone to think because I am starting the due dilligence that this is a decided issue. It is not, I am just taking the residents opinion and looking into it.........
I won't promise anything, but window shopping is always free....

I COUNTED 72 POST. 3 CAME FROM THE BOSS, 13 FROM MR. CALLOWAY, 9 FROM BIG BOPPER, 4 FROM BUZZ, 3 FROM K, 2 FROM ANG AND 18 FROM KRAUTHAMER 20 FROM ANYONYMUS.
I WOULD HARDLY SAY THIS MAKES A MAJORITY OF OUR COMMUNITY AND IT DEFINATELY POINTS OUT TO ME THAT JUST A FEW LIKE TO COMPLAIN AND MR. CALLOWAY IS TRYING TO ASSIST YOU BUT JUST THE OTHER DAY YOU WERE BAD MOUTHING HIM BECAUSE HE BROUGHT A SANDWICH TO A BOARD MEETING. NOW THAT HE IS TRYING TO GET YOU ANSWERS YOU LIKE HIM. IF YOU REALLY WANT TO DO SOMETIHING ABOUT WHISPERING HILLS JOIN YOU BOARDS WHERE YOU CAN REALLY HELP.
How about the other 700 posts that are in the archived section? Did you count them too? Let's be real, penny wise and pound foolish is not the way to go when our real estate value is directly influenced by the decisions of unqualified individuals.
What you are saying makes no sense. If it is more lucrative and beneficial to the complex then other areas should be explored. You would not go to a builder if you need dental work done, my point is that we need qualified people making multi-million dollar decisions. Your concerned about an increase in common charges, I would be more concerned with how much you unit will be woth in a few years when a flurry of housing erupts. We need to keep up with evolution, the only way to do this is by changing the infrustucture. The wheel is broken, if you cant see that, you have no business owning a unit here.

Major development proposed for Chester

Developer wants land annexed to village
Chester — One of the biggest development projects proposed for the Village of Chester in recent years would put 438 new residences on a stretch of land west of the ShopRite plaza.
The problem is that the land is not yet part of the village. The developer, BT Holdings, represented by Tim Millar Associates, wants the village to agree to annex the 60-acre site so that it can tap in to the village’s water and sewer systems.
The land is in the Town of Chester, which would not be able to accommodate the development’s water and sewer needs. Village Planning Board Chair Richard Ramsdell said the development would require about 155,000 gallons of water per day.
The town and village will hold a joint public hearing on the annexation at 7 p.m. on Wednesday, March 26, at town hall, located at 1786 Kings Highway.
Henry Christensen, the lawyer for the village, warned the board of trustees Monday night to proceed with great care. The development is “likely to have a substantial environmental impact,” he said.
At his suggestion, the village became the lead agency on the project. The public hearing is necessary whether the village ultimately agrees to the annexation or not, he said.
Ramsdell noted that the development would be “about half a Whispering Hills,” an established development with 700-plus residences.
Plans for the BT Holdings project call for two senior citizen apartments buildings, each with 50 apartments, Ramsdell said. The rest will be townhouses. A new road for the development would be built with access onto Route 17M/Brookside Avenue, he said.
The village board first heard of the project in 2006, under the administration of Mayor Susan Bahren, who complained that the town’s master plan put all of its high-density zoning on the village border. She had recommended annexation because it would allow the village to control the project’s density.
A year and a half later, the plans are still in the early stages. Ramsdell said he’s seen two versions of a “presentation brochure” on the project along with some materials from the first part of the Environmental Assessment Form, information provided for the state’s environmental review.
Bring your old flags
Anyone with old flags to discard may bring them to village hall (47 Main St.), town hall (1786 Kings Highway), or the town highway garage for a “respectful disposal.” Local veterans will hold a flag-burning ceremony at dusk on Saturday at Community Park. Flags brought after Saturday will be held for the next ceremony.

• Property owners may protest their tax assessments from 4 to 8 p.m. on Tuesday, Feb. 19, at village hall.
• Highway Supervisor Tom Bell said the village has used up almost all its salt fighting the season’s exceptionally icy conditions, and is now mixing salt with sand. Mayor Philip Valastro said property owners “did not help much” in the last storm, urging them to keep the sidewalks in front of their homes and businesses clear or ice and snow, as required by village law.
• The board scheduled registration day for village elections on Saturday, March 8, from 9 a.m. to noon on at village hall. Rose Bono and Norma Stoddard were appointed election inspectors. The village election will be held from 6 a.m. to 9 p.m. on Tuesday, March 18, at village hall. Eugene Collins and John Deshler will run unopposed for two open trustee seats.
• Opening day for the Chester Little League will be held on April 12 at Chester Commons Park. The board announced its intention to fix the ventilation problem at the Commons’ concession stand, calling it “a top priority right now.”
• The board hired two part-time village clerks: Betty-Jo Bono, who will work at village hall from 9 a.m. to 2 p.m., Monday through Friday, and Trish Thaw, who will work from 1 to 5 p.m.
• The board accepted the resignation of Mark Thomas from the Zoning Board of Appeals. Thomas is moving outside of the village. David Stevenson was appointed in his place.
• Trustee John Deshler, reporting for the town and village Parks and Recreation Department, said a new theatrical group for Chester is in the works. It will be limited to 30 people, ages 14 to 21. The program will be held at the Lycian Centre for the Performing Arts in Sugar Loaf from July 8 to Aug. 27. For more information call Thomas Kelly at 469-7000 ext. 8.

MAN I hope they build these babies! They are building (I went over to look) TH's over by Stewart Airport right on the military land starting @ $380,000. That is 25 miles away and 1/2 hour. It's amazing that they are building such nice homes on that land. If you walk down the block you bump into broken down, boarded up military housing. Plus the airport is now flying 737's which are LOUD ! I was walking through the model which was listed @ $440,000 (Same size as my WH TH) and the windows started shaking as a jet blue plane took off.
If they build $400,000 TH's next to Shoprite you can BET that our units would be worth $300+.
Hold on to your TH's folks...we're in for an exiting 5-7 years.
With the addition of 400 units brings restaurants, retail, shopping, movies...etc.
Yeah, more traffic...but I'll trade traffic for an extra $75K on my place any day unless we are known for not being able to keep the place in tip top shape. That will hurt bad.

The damage you see in those photos is just the tip of the iceberg. There is damage all over the place from HVL. How about the bent signs and trees. How about the posts that are chewed up and look like toothpicks because they are not held accountable for their actions. Is HVLS paying to repair every fence and sign in the complex? I will tell you in short, NO! We will pay for it a few years from now when the wood starts rotting!

I apologize to the blog and ALL CAPS for being abrupt. I lost my cool because the person who wrote the post sounds like they are making excuses and defending the incompetency. The proof is in black and white, there is no denying the FACT that things need to progress rather than diminish like they have over the past few years.
It starts with management and trickles down to people we pay to do their job “incorrectly”. We need to re-tool our thinking when it comes to developing additional amenities and the way things are run here.
Trust is a building process. The way I see it is that only one board member is making a conscious effort to answer questions here (it’s a start) and then ALL CAPS who sounds like he is employed by the LS company comes along and spews out a bunch of garbage.

Move your cars into cleared spots so the plows can clear the entire area. It makes the lots less icy when the remaining snow melts and the drivers job easier.

I realize I haven't been here in a few days, however, I've been very busy. First and foremost, I would like to thank all those who gave kudos to HVLS for their handling of the recent storm. I can agree that where there is need for improvement, there is also something to be said when things go "right". In as much as that is concerned, during the last closed board meeting, we have decided to institute a few procedures that will hopefully bring these problems to light in a non-confrontational manner and get some if not all issues resolved. I cannot give any more details at this time, but suffice it to say that the board has heard what you the residents have asked me to convey. We (the board) are taking opinions and suggestions given here to heart since we ALL are residents and would like nothing but the best for our community.
Awesome job Bill and thank you. See...this is where the board always went wrong in my opinion.
With everything that was EVER said....there was NEVER a "that's a good suggestion, we will look into it - I am not sure if that makes sense but it doesn't hurt to ask - We are totally against it but we will get the answers to your questions."
I think that is 50% of the issue. People think they are running into negativity and an un-willingness for change.
Kudos to you for "looking into things" and expressing the ideas with some sort of willingness to "make an effort."
I am in the hotel business....90% of the time it's just the effort to make things happen.

On Another note, I have a question. I have heard that there are some that find a problem with a resident working for Whispering Hills. I will be frank and honest, in the clubhouse there are items of a personal and NON-public nature that are housed within the WH office. This forms the basis on why residents are not hired as employees, since access to this information is on a strictly confidential nature (I assume it is unnecessary to explain why). One resident has been allowed to remain as an employee due to the intimate knowledge of 1) the grounds, 2) the building of the entire complex, 3) knowledge of the laws of the village AND town, 4) distinct knowledge of the buildings and construction. IMHO it is similar to having an on site supervisor in a housing complex. If anyone has ever lived in one, you know that the Super is responsible for rentrolls, maintenance and supervisiion of labor. This is the same situation, and I personally have no problem with it. Some may be under the misunderstanding that the employee also sub-contracts to WH. As far as I know, this is NOT the case. An employee is just that, an employee, nothing more or less. If I am wrong on this point, I will be glad to retract my statement and revisit it anew. From what I personally know, and from all points I have listed above, I see no conflict of interest, nor is there the appearance of impropriety. If I felt there was, or come to feel that there is, I will revisit my thought on it.....

Oh, by the way....the storm drain down the 2800 block has sunk about 6 inches into the ground. The one directly in the middle of the drive. Someone dropped a cone into the hole...but it sunk over a 48 hour period.
I am sure someone reported it.

20-year-old project seeks OK to cluster homes

CHESTER — A long-dormant housing subdivision that has been in the planning for more than 20 years is making another go at realization.
The Town Board will hear the new plans for The Greens of Chester, a proposed development of 436 condos and houses, at 7 p.m. tomorrow.
The project is so old, only one member of the board has served long enough to remember when the subdivision was last seeking approvals.
Now, instead of building throughout all 118 acres, the developer wants to cluster the homes on less than half the land.
For the developer, this would mean less infrastructure and fewer roads to build. For the town, it could mean fewer roads to patrol. And it would mean more open space.
But the Town Board has not looked fondly at cluster plans in the past. Supervisor Steve Neuhaus remembers four proposed in the last few years and all were rejected. He said that sometimes clustering development is less about open space and more about being the only option, such as when parts of a property cannot be built on anyway.
"We're not there to do the developer a favor," he said. "We're there to do the best thing for the town."
But he said board members are staying open-minded on the issue.
The proposed subdivision is located off Route 94 beside Whispering Hills, a 690-unit condo development that sparked controversy when it opened decades ago.
The Greens has already been before the Planning Board but requires final cluster approval from the Town Board. Once it is approved or rejected, it will go back to the Planning Board. It already has preliminary approval and is getting approval from other agencies as well, like the state Department of Environmental Conservation, said Planning Board Chairman Raymond Johanson.
"Putting the icing on the project if you will," he said.

You folks have a valet system set up, the Malibu takes of, your Chevy SUV comes out of the garage and takes the spot. The Chrysler 500 never moves and you have a Dodge minivan with handicapped license plates blocking everything to reserve all the spots.
I want to park there too!
And why is it when I do get to park there my car gets keyed up, spray painted and oil and garbage is thrown on my vehicle?

I am thrilled to see all the recent activity here- seems that this site is finally coming into its own. Also nice to see that some of the same old general idiocy remains- kinda like an old worn out pair of slippers.
Bill / Mr. Calloway- I would like to thank you for your effort to make the most of this site and the opportunity it presents to allow you to communicate with the residents in a more convenient manner. With the hours we all keep these days, I think its a viable way for all of us to keep in touch. Thank you also for getting things rolling with regard to inquiries about a management company. I think that soliciting for information is the first step in determining if this is an option for WH or not. I personally think it would be a good thing and it would allow the Board to supervise one entity instead of attempting to micro-manage an army of contractors. For those of you who think this will be nothing but money out the door, I think you are mistaken - I believe a management company can help manage our money and stay on top of those annoying little tasks like perhaps collecting arrears from residents who don't pay their commons charges. And maybe broaden our contractor base by bidding projects to different companies- perhaps some they already have a relaltinship with and maybe can get better pricing. Who knows? But if we don't "window shop" (love that quote, Bill - it was perfect!)we'll never know. I don't think that an unknown variable is always negative. Perhaps those of you against an outside management company should consider that instead of shooting down our attempts to obtain information and make a sound decision on the topic. You blast the Board wen they make any decision accusing them of not doing their research and now, that a member of the Board, clearly states what he is doing to research fees and services, for all to see, you shoot that down too. I also am willing to assist if you need help with the bids and such - perhaps another set of eyes can impart additional feedback.
Snow removal at best is uneven here, but considerably improved with this last storm. Walks were shoveled this time based on feedback and from what I saw, it did not appear they were shoveled to the door after the storm on V-day. Only a small percentage were. I think it's pretty pathetic, especially given the fact we had minimal snow this season, their overall performance was less than stellar.
We need to think about the fact that with all this proposed building going on in Chester, we need to do what we can to maintain the values and desirability of the units in this complex. We will be competing with new builds for sales, and everything in those complexes will be nice and new and clean. We have to think of the best way to get the most service at the best price and keep this place looking sharp. We don' want to be viewed as "the wrong side of town" because this place has become rundown.
Oh, and lastly, if you don't post with a name or at least a nicknme, don't bother responding to anything I wrote. No name, no opinion.
You mention the fact that homeowners are arrears in their montly charges.
How bad is it and how long before the HOA take legal action?
I wonder what the HOA currently uses for "leverage" regarding arrears. It used to be that they held your Cable hostage--but now we have those aesthetic killing dishes throughout the complex. Would a management company be able to provide more "encouragement"? Since parking is such a major source of irritation here, perhaps the HOA could start rescinding parking permits and resume towing. After all, if your CCs are unpaid--are you entitled to the use of the common areas? Remove rights/access to the clubhouse, pools AND parking.
All quiet on the WH front. I guess no news is good news!
Anyone have any info on The Greens of Chester? I see that there was a meeting, anything finalized or is it all talk? Not for nothing, I would hate to see our nice countryside village go to crap. Expansion comes with a price tag attached not to mention the unwanted element that it may bring. It's a big turnoff considering the reason most moved here is to get away form the very thing that is occurring.
I'm defintely not voting for Eugene Collins. This senile charged me $25 for having my permit hanging from the rear view window!
After talking to him and convincing him that I did have my hanging permit in the right place he then flipped the script and said I was driving too fast in the complex!
Does he have a radar unit, moving or stationary. I hardly ever see anyone make a full stop by clubhouse one at the intersection.
I'll vote for any Hispanic running, at least I might get some coquito at Christmas!

I think you may have misusderstood my point.
Once I had convinced Collins that he was wrong about not checking my car properly he had to save face and then accuse me of driving unsafely in Whispering Hills.
I DO NOT DRIVE UNSAFELY. I am an NYS accident investigator and a certified radar operator. I have seen plenty of unsafe operators and accidents they cause.
What I WAS SAYING that Collins should have just admitted he made a mistake instead of trying to now switch my "offense" from no permit displayed to unsafe driving, because many in here operate unsafely with impunity and park with no permits, in driveways and in front of mailboxes all night.
I once had a moron pass me on Whispering Hills road in the opposite lane because I was driving 25 miles an hour, the speed limit.
Did he get a fine from Eugene?

How do they tally the votes? I think it's a conflict of intrest the way we currently go about voting for board members. Sending in votes to an already bias board doesn't seem like the most ethical way to go about this.

I've never slam dunked any on the board except for now because I received in the mail a list of the canidates running.
I feel the board is doing a great job and the few complaints I had have improved greatly since this board started.
However, like many people who get a little power they become drunk with it and they oppress their constinuency for no good reason.

Just a few points I would like to convey.
A couple of highly flaming comments have again appeared on my blog, which has forced me to delete two additional posts. My first instinct is to think that I should let people say whatever they want, and in general that's what I believe. On the other hand, it's my blog, and I would like to preserve the integrity of its atmosphere.

I will delete them if they do not pertain to Whispering Hills or the Community. Two were deleted today, one quite ridiculous and totally out of the scope of what this blog represent and the other was a personal attack on a fellow blogger. Don’t get me wrong, I love reading comments that see things differently, or have a diverse take on what is being presented, I believe in constructive argument. On the other hand, if you want to attack me or other members of the Community personally or if you choose to get so far off point as to approach the undecipherable -- and do so excessively nastily -- you should do it on your own blog.
Over here, depending on tone, my mood, and how long it's been since I've eaten, the really nasty stuff will self-destruct. Other residents may not be as thick-skinned so my advice would be to keep it respectful!
Another issue I'd like to bring up is the criticizing of spelling and grammar.

Whispering Hills Blog was created to communicate with one another. Structure your post well, the rest doesn’t matter. Spelling and grammar on this blog have absolutely no significance in the larger order of things.

I would like a new bush put in in front of my unit. Who pays for it? Do I put a work order in or something?

There is no bush. We would like to spruce up the front of my unit by doing some landscaping. Also we had some water damage on my ceilings in a bedroom from the last wind/rain storm. Who pays for the damage since it was most likely caused by a bad roof?
Condo II resident - The Bush and or landscaping with plants around your unit - you can buy the bush yourself and put it in yourself as long as you place it alongside the building and/or close to the front (not in common area). If you need/want help you would need to contract for that - if you call the HOA you can get suggestions/recommendations.
The interior damage to your unit will be your responsibility since it is inside of the unit. However if your roof was recently replaced there might be an opportunity to recoup some cost - Notify the Condo Board, you can get their numbers through the HOA and notify HOA of the need to get the roof repaired or draped through this our rainiest season to avoid further damage. The Condo II board managed the roofing contract for Condo II (if your roof was just replaced and is not original) and will have the particulars on any warranty that might apply. The Condo II Board will also manage repairs.
I'm sorry that you have suffered this damage and hope that everything works out well.
There was an opened Condo II Board meeting on 3.10.08 at Club House 1 as was posted on the message board on the driveway at the entrance to Whispering Hills – there will not be another one until after the elections.
Jeff (formerly the Condo II President) presented his formal resignation at the meeting in order to free up his seat on the Board in advance of the election. Condo II is need of leadership and volunteers if anyone is interested now is the time to get involved to whatever extent you can.

Thanks for the response cd1. I will purchase the bush and install it myself. One more question, does the hoa cover the cost of the bush if I submit a receipt? I would really like to plant a few, it could get costly.
By the way, I would also like to tout the people that make this blog possible. There are not too many places where people are concerned anymore. In the busy world we live in it's a breath of fresh air to see people are trying change thing for the better. Keep up the good work! (this includes the board members stepping up here as well)
Are they power washing buildings this spring? There is a green coating of mold on the exterior of my unit that is really making the place look bad. Took a walk yesterday to check out the place, man it looks bad from the winter. I don't know what was more destructive, the landscapers or the weather.
Condo Two Resident
You need to go to the WHOA office and fill out a form.
They will forward your request to the condo two president for approval. Then Hudson Valley landscaping or someone else will plant the new bushes.
All property outside your unit is common property and you must have approval. They usually grant this request but paper work has to be filled out so they can have a record.
Condo II Resident - Hi again from CD1 - I don’t think that the HOA pays for additional plants or landscaping items beyond what would be " standard " to the unit. I have seen a lot of customized landscaping from seeding to plantings, et and in my experience these have always been purchased by the owner but it doesn’t hurt to ask - please post the info when you find out from HOA what the official response is. If replacement plantings were available it would be good let everyone know. If you are told that your costs aren’t covered and you do it yourself and stay close to your building then no forms, paperwork or approvals are necessary - these are only necessary if you want to do something outside of the " norm". I saw Collins is running for "trustee". Well he gave me a ticket for $25 for not having my permit hanging from the rearview mirror and it WAS!
But the residents of 4202 still have thier Maxima parked all night in front of thier door with impunity!
Also the residents of 4223 hog up all the snow area parking and have a mercury SUV with no permits parked there.
Why are some people targeted for parking violations and others aren't?
Is there any parking enforcement done so that we can share the good spots and not have vehicles blocking driveways all night in case an emergency happened?

Big man . . . to my knowledge, the WH HOA has had a 20-year history of inconsistent enforcement of the parking rules. As the community has grown, there is a snowball effect to it all--beginning with a design/approval of the complex that paid little attention to the need for parking. Then, with no WH House Rules orientation for new residents . . . rooms (village ordinance violations?) are permitted in garages, which in turn reduces the amount of resident parking . . . parking of commercial vehicles is permitted on the premises, also reducing the amount of resident parking . . . then, it's "my 'neighbor' does it, so" . . . the fact that we all live in a densely populated condo gets lost in the shuffle along with "neighborliness".
My opinion: we will see little relief until the board consistently enforces the need for those obtrusive orange stickers they've attached to everyone's automobiles.
It's called selective towing. There is no consistency. The need to go on a mass towing spree, chalking tires etc. There's been a purple car that is parked in my lot that hasn't moved in 4 months. Who knows if the car is running or not, it's anyones guess. I thought we are only issued 2 lot permits. In some cases people are parking 3 cars, all with permits in the lot. They should have to re issue new stickers every year to keep up with who is doing what. Believe it or not, it's not that bad in my area until the summer. You would think it would be the opposite. But ya, its out of hand.
I think the parking rules are a fair and I own two cars, one in the garage and one outside. I know some others have more cars and use thier garage for storage space, however it burns me up that I follow the rules and for whatever reason (error) I received a $25 ticket and I had my hanging permit up!
Yet I see so many residents parking ourside thier garages preventing safe operation of the complex, parking in areas that require permits withour permits, and hogging of certain areas.
I have spoke to Joan and she recommended taking pictures, license plates and permit numbers.
But I'm not the parking enforcer here and I may get retributed for doing so.
The landscaper has improved dramatically as observed by all the last snow storm maybe this is the issue to be tackled.

Sorry to have been away. It's been a rough few weeks for me. My father passed away and I had to go to CA in order to attend his services and be with family during this trying time.
A few items I have read on the blog deserve a few items of interest. First, the parking situation. We all know that there was very little forethgought put into the size and positioning of the parking. However, if someone has a valid WH permit, parking in marked stations is on a "first come first served" basis. I personally have neighbors that work hours that are in synch with mine, however, due to my lengthier commute, I NEVER get a good spot...smile. Do I begrudge them?...No, since they got there first. If there is NO sticker then that car is subject to towing without notice. I myself am guilty of not walking the premises to scout offenders, and actually will not. The towing company has access to WH and has the authority to rightfully tow any and all offenders. In addition, any car that is not validly registered is in violation and can be towed. As for owners having more than 2 permits per household, there should be none. TWO permits were issued per household, one affixed and one hanger. Anything above that is a violation.

a California stop is illegal in NY, maybe not in CA, but in NY......TICKET.....HA HA HA
Oh, before I forget, any plantings that are in addition to what HVLS places are more than likely going to be at the residents expense. Just so everyone knows, the HVLS contract states, any damages that are the fault of HVLS are THEIR responsibility to repair at no extra cost. So anything that we can DOCUMENT as a HVLS damaged item can be brought to them and the board can seek reparations. This doesn't mean that damages that are apparent are always going to be HVLS. The downed pole was not a HVLS incident. A car slid and knocked it over, in addition to the light pole at the far end of WH Drive. So, once again, if a damaged item can be documented and attributed to HVLS, the board can seek reparations (the key word being "DOCUMENTED")
Lastly, fines can be levied for conduct unbecoming to the community, like NOT scooping the poop, parking an unregistered vehicle, not displaying a placard or sticker...etc....
Take Care and VOTE in the elections if you would like a change in the board.........

By all means I understand that parking is on a first come first served basis, I'm NOT complaining about that.
What I am complaining about are neighbors I have who HOLD spots with vehicles WITHOUT permits like a valet system.
A vehicle leaves and then another takes the spot and holds it and when a family member returns someone moves the vehicle out and so on.
Am I on a much higher different thought plane here that no one understands me? I know that I am near genius but getting this through to some of you is like trying to explain to spider not to come into my house, stay outside!

I agree with you. I saw the car in front of 4202. I think they park it there late at night that's why they get away with it. The parking guys quit at some time. I don;t think there is selective parking rules but I do think that the WHOA should post the parking attendance telephone number so people like you can call and have this car remove when they are in violation.

The car towing company information is posted outside of each Club House on the bulletin board.
Some residents that have only one vehicle (or who consider themselves in need of just one tag) take only one tag although they are "entitled" to two - and leave the extra tag with the HOA. I do not know what the HOA does with the "unclaimed tags" - i they choose not to circulate them then they would help force the use of garage space for vehicles and limit the number of cars parked in spots and just stored outside. Some residents take both tags adn pass their "extra tag" on to a pleading neighbor as a gesture of friendship providing "an extra tag" to a resident that has "an extra car" that they need/want to park outside. I'm not saying that this is "right" I'm saying that both of these things happen and this explains "three cars with tags."
